The future of the historic Bogensee site, once home to Nazi Propaganda Minister Joseph Goebbels' villa, remains uncertain as Berlin seeks a viable redevelopment plan.
The 17-hectare property, located in Wandlitz, has been unused since 2000 and is costly to maintain.
Berlin has received around 100 proposals from developers and investors, but these must be carefully vetted for feasibility.
A study costing €870,000, partially funded by the federal government, is planned to explore potential uses, including tourism and education.
Previous plans for residential development faced local opposition.
The site, rich in history, could also be demolished and returned to nature if no suitable plan is found.
