Germany's new "Opportunity Card," introduced in June to attract foreign skilled workers, has seen a lower-than-expected uptake.
The government anticipated 10,000 applications by September, but only 2,360 were submitted, with 15% rejected.
The card allows entry without a job offer, granting a year for job searching, provided applicants meet language and educational criteria.
Most applicants hailed from India, China, Turkey, Russia, and Tunisia.
The initiative aims to address labor shortages, but the response suggests Germany needs to enhance its appeal to foreign professionals.
