The investigation into former RAF terrorist Daniela Klette is expected to conclude by the end of November, with charges to be filed in Verden, Lower Saxony.
However, the exact location for the trial remains undecided due to the anticipated large number of plaintiffs, witnesses, and experts involved.
Justice Minister Kathrin Wahlmann noted the need for more space than usual for such proceedings.
Klette, arrested in Berlin in February, has been in custody in Vechta.
She is accused of attempted murder and robbery, linked to her activities with the RAF's third generation, notorious for attacks in the early 1990s.
